Parking-fine appeal template

A template you can copy, a checklist of what to include, and the arguments that normally matter in an appeal.

Before using the template: if the notice says control sanction, appeal to the parking operator within three weeks and then, if needed, to the Parking Complaints Board. If it says parking fee, appeal to the municipality or police within three weeks; it normally must be paid while the appeal is considered.

For a parking fee

Use the same structure but address the municipality or police that issued the fee. State that the fee is paid by the deadline and should be refunded if the appeal succeeds. The next instance is the district court, not the Parking Complaints Board.

Checklist

  • Case number, registration number, date/time and location.
  • A specific reason, not merely that the fine feels unfair.
  • Evidence: photos of signs and vehicle position, plus receipt or ticket.
  • Your contact details.
  • Send it in writing within three weeks; deadlines are strict.

Arguments that can succeed

  • Unclear, missing or misleading signs, including poorly defined zones.
  • A faulty payment machine where an attempt to pay is documented.
  • The five-minute rule: a control sanction cannot be issued until five minutes after paid time expires.
  • Material formal defects in the notice.
  • Well-documented loading/unloading, boarding/alighting or disabled-parking circumstances.

Arguments that usually fail

  • Your own registration-number or zone-code typo.
  • Not seeing a correctly placed sign.
  • An invalid or invisible ticket, or an appeal sent late or to the wrong recipient.
