The rates that apply nationwide
Norway has two different reactions to illegal parking, with different rules and different appeal routes. They are often confused, but they are not the same.
Control sanction (kontrollsanksjon)
Issued by the parking company on private and municipal regulated spaces: 660 NOK for ordinary breaches, 330 NOK for missing documentation on time-limited free parking, and 990 NOK on a space reserved for disabled permit holders.
Parking fee (parkeringsgebyr)
Issued by the police or the municipality for breaches of the traffic rules on public roads — for example on a pavement or where stopping is prohibited.
Appeal deadline
Both reactions have a three-week appeal deadline, but the route differs: a control sanction is appealed to the parking company and then the Parking Complaints Board; a parking fee to the municipality or police and then the district court.
