Control sanction
The reaction to breaking the terms of contract parking: the rates, who can issue it, and what it takes for it to be valid.
A control sanction (kontrollsanksjon) is the reaction to breaking the terms at a regulated parking space — what before 2017 was called a supplementary charge or control charge. It is governed by the Parking Regulations, and applies to both private parking companies and municipal contract parking spaces — the same set of rules for both.
The rates
The rates follow the seriousness of the breach (Parking Regulations § 36): the ordinary rate, a lower rate for missing documentation on time-limited free parking, and the highest rate for parking in a space reserved for people with reduced mobility.
Before the sanction can be issued
You must be given a reasonable period to familiarise yourself with the terms and to pay or register. A control sanction can also be issued no earlier than five minutes after the parking time has expired (§ 36 fourth paragraph).
For the sanction to be valid
The notice must normally be attached to the car or handed to the driver (in special cases sent by post), and it must state contact information, the factual and legal basis, the right of appeal and the appeal deadline — and that a disputed claim, when the appeal deadlines have been met, cannot be sent to debt collection before the case is finally decided.
The ticket must be visible
Payment must be made immediately after parking, and any ticket must lie clearly visible behind the windscreen. These are two independent conditions that must both be met — if the ticket is hidden, it does not help to document afterwards that you had paid (§ 31).
Who is responsible
The sanction is issued to the driver. If the driver is someone other than the registered owner, they are jointly liable, but the driver must be pursued first. If the sanction is not paid 30 days after a payment request has been sent to the driver, the amount can be claimed from the registered owner (§ 37).

You appeal first to the operator within three weeks, then to the Parking Complaints Board — see the appeal routes. An unpaid control sanction is collected as an ordinary monetary claim — it is not increased.
