Resident parking: prices and rules in your city
Resident parking is a municipal scheme: each city decides the price, zones and application process. Here are the 2026 prices in major cities, who qualifies and the changing EV discount.
What is resident parking?
Resident parking, often called a residential-zone parking scheme, lets people who live in an area without private parking use street spaces in their zone without the visitor charge and maximum-stay terms. It does not reserve a space for you: it gives you the same right to look for a space as other residents.
The scheme is municipal, not national. Each municipality adopts its own local regulation under section 8 of the Road Traffic Act, outside the national Parking Regulations. There is therefore no national maximum price. Names and prices vary widely: for example, “resident parking” in Oslo and Drammen, “residential-zone parking” in Bergen, Trondheim, Stavanger and Kristiansand, and “contract parking” in Fredrikstad.
Who can obtain a permit?
The criteria are set locally, but normally require:
- registration in the National Population Register at an address within the zone;
- ownership or documented use of the vehicle, including a company car or lease;
- usually no more than two or three vehicles per household; and
- documented residence for students, commuters and others exempt from the normal registration duty where the city permits this.
Resident parking in Oslo (2026)
Oslo has the largest scheme, administered by the Agency for Urban Environment. Permits are digital and enforcement uses number-plate recognition. In inner Oslo (zones A–E), annual rates are:

In outer Oslo (zones F–K), resident parking is free for private individuals regardless of vehicle. Inner-city prices were substantially reduced in 2026. Permits are valid for one year from payment and may be paid monthly. There is no separate visitor permit: visitors pay ordinary street rates.
EV discounts are disappearing
The era of free EV resident parking is largely over. Bergen removed its residential-zone EV discount on 1 January 2025. Trondheim, Stavanger, Kristiansand, Tromsø, Drammen, Tønsberg, Fredrikstad and Hamar do not discount the permit itself. Oslo is the exception, charging 1,300 kr for an EV versus 3,850 kr for a petrol, diesel or hybrid vehicle in the inner city. See also national EV parking rules.

How to apply
Apply online through the municipality or its parking operator. Have proof of your address and proof that you use the vehicle ready: registration document, lease agreement or employer confirmation for a company car. A permit usually lasts one year. You are responsible for renewal and reporting a change of address or vehicle.
Without a valid permit
Parking in a resident zone without a valid permit risks a sanction under the zone signs. You must check the signs when entering. The national framework is explained on the residential-zone page.
